Rethinking Safety-Critical Systems: Risk, Resilience and AI in Disaster Management


Abstract


Safety-critical systems are undergoing a fundamental transformation driven by data, artificial intelligence, and increasing systemic complexity. Traditional approaches to safety and reliability, often built on static assumptions and limited uncertainty modeling, are no longer sufficient. This challenge is particularly evident in disaster management, where dynamic risks, incomplete information, and time-critical decisions interact in complex and unpredictable ways. This talk rethinks safety-critical systems through the integrated lenses of risk, resilience, and AI. We present a spatiotemporal data-driven and generative AI-enabled framework for risk assessment, resilience-oriented planning, and adaptive decision-making. We demonstrate how evolving risk fields, pre-event deployment strategies, post-event adaptive scheduling, and AI-assisted emergency planning reshape system performance under extreme conditions.

Prof. Chao Fang, full professor and head of the Department of Management Science at Xi’an Jiaotong University, China. He received his B.E. in Information Engineering and M.S. in Systems Engineering from Xi’an Jiaotong University, and obtained his Ph.D. in Industrial Engineering from Ecole Centrale Paris, France. Prior to his current position, he held academic appointments as a postdoctoral fellow and associate professor at City University of Hong Kong and Wuhan University. His research interests include intelligent decision-making and systems engineering, risk and resilience management, as well as digital economy & digital government. He has published more than 30 peer-reviewed journal articles in related areas. He maintains close collaborations with leading enterprises and government agencies, providing policy advisory and consulting services. His work has led to multiple policy advisory reports, national invention patents, and contributions to the development of national and industry standards.
